8.Pet food and supplements

A. Pet Food and Pet Supplements Quarantine Requirements

Regardless of whether an individual or a company is importing, quarantine approval is required.
Only products imported from non-epidemic areas and without even-toed ungulate or avian animal-derived ingredients can be imported.

B. Pet Food Quarantine Documentation Requirements

Required Documents for the Animal and Plant Health Inspection Bureau:

  1. Product composition and usage description
  2. Invoice and packing list
  3. Import declaration (provided by our company)
  4. Bill of lading (provided by our company)
  5. Quarantine authorization letter (if a third party, such as a customs broker, is appointed)

Required Documents for Our Company:

  1. Invoice and packing list
  2. Original case authorization letter
  3. Copy of the importer's identification card (front and back)

C. Quarantine Conditions for Importing Dog and Cat Food (Attachment 15-1)

1. Definition of Dog and Cat Food under These Quarantine Conditions

Dog and cat food refers to products containing even-toed ungulate or avian-derived ingredients, intended for consumption or chewing by dogs and cats. These products fall under the following Taiwan CCC Codes:

  • 2309.10.00.00-2: "Retail pet food for cats and dogs."
  • 4205.00.90.10-4: "Chewable pet products made from animal hides."

Products are exempt from quarantine if they meet either of the following criteria:

  • Contain animal-derived ingredients from species other than even-toed ungulates and birds.
  • Are sterilized canned products without bovine ingredients.

If a bilateral agreement with the exporting country has been established, these quarantine conditions may not apply.

2. Definitions of Key Terms

  • Non-epidemic areas, epidemic areas, and affected countries: As defined by Taiwan’s Animal Infectious Disease Prevention and Control Act, covering diseases such as foot-and-mouth disease (FMD), bovine pleuropneumonia, African swine fever, classical swine fever, Peste des petits ruminants (PPR), highly pathogenic avian influenza (HPAI), and Newcastle disease.
  • Even-toed ungulate-derived ingredients: Ingredients sourced from cattle, sheep, pigs, deer, or other animals susceptible to the above diseases.
  • Avian-derived ingredients: Ingredients sourced from chickens, ducks, geese, turkeys, or other designated birds.

The following are not considered animal-derived ingredients: gelatin, gelatin by-products, collagen, chondroitin, glucosamine, dicalcium phosphate, dairy products, animal fats, extracts, hydrolysates, refined products, seasonings, egg-derived lecithin, and non-bovine-derived flavorings.

3. Requirements for Manufacturing Facilities

Manufacturing plants must be registered with the exporting country’s competent authority as a pet food producer and must use new and clean containers for shipment.

If importing from an epidemic area or a country affected by BSE (bovine spongiform encephalopathy), the exporting country’s animal quarantine agency must submit relevant documents for approval.

The Taiwanese quarantine agency may conduct on-site inspections of facilities in the exporting country. If the facility does not comply, imports may be suspended.

4. Animal Quarantine Certification Requirements for Importing Pet Food

For dog and cat food containing bovine ingredients that have been sterilized, or from non-epidemic areas containing even-toed ungulate or avian-derived ingredients, the following documents must be provided:

  • Original Animal Quarantine Certificate issued by the exporting country, in English or Chinese, containing:
    1. Importer and exporter’s name and address
    2. Manufacturer’s name and address, confirming compliance with factory registration rules
    3. Product name, quantity, weight, and manufacturing date
    4. Source animal species of the ingredients
    5. Description of preventive measures against BSE and other animal diseases
    6. Issuance date, location, official seal, and the name/signature of the issuing official veterinarian

5. Importation from Epidemic Areas

For imports of pet food containing even-toed ungulate or avian-derived ingredients from epidemic areas, the following heat treatment requirements must be met:

  • Heated to 70°C for 30 minutes, 80°C for 9 minutes, or 100°C for 1 minute.
  • Or treated with an alternative method recognized as equivalent in pathogen elimination.

A valid Animal Quarantine Certificate must be provided, detailing compliance with these processing methods.

6. Requirements for Pet Chews Made from Animal Skins

Pet chews made from even-toed ungulate or avian hides, which are dehaired, defatted, dried, and cleaned without blood or other animal-derived ingredients, are exempt from sections 3, 4, and 5.

However, they must still be accompanied by an Animal Quarantine Certificate with information on:

  1. Importer and exporter’s name and address
  2. Manufacturer’s name and address
  3. Product name, quantity, weight, and manufacturing date
  4. Compliance with specified production requirements
  5. Preventative measures taken to avoid contamination with BSE or other animal diseases
  6. Issuance date, location, official seal, and the issuing official veterinarian’s name/signature

7. Transport Requirements

During transportation to Taiwan, pet food must comply with sealed container transportation regulations for animal product import quarantine procedures.
